Zenith had fought to keep him, refusing to surrender a child they'd rescued, but when the government threatened to dismantle the entire rehabilitation network, and execute the superhumans still hiding within it, they were forced into an impossible choice. To save hundreds, they gave up one.
They gave up Florian.
