This is Eulalio J. Pinel. He's a 16-year old teenage boy who loves JoJo's Bizarre Adventure. He constantly quotes the unfunny memes of the show and acts like Jotaro from Stardust Crusaders. He calls Speedwagon the best waifu and shouts "KONO DIO DA" all the time. 
His favorite parts are Part 3 and Part 5, taking a particular liking to Part 5. He flirts with any girls he meets, being a very desperate teenage boy wanting love. He thinks he has a stand, but he doesn't, he's delusional.
