In Japan, Yokohama is a place of whispers. A ruined land, some would say, destroyed when the Quirked were unregulated. Of course, that was not the truth, but what would outsiders know?
Yokohama was not ruined, nor was it uninhabited. Rather, the city was sealed off due to the influx of Ability Users. Individuals with Quirks at first glance, but their power was far, far stronger. And, as such, the city is sealed off. With the Special Division for Unusual Powers as a branch of the Japanese Government, the Port Mafia and the Armed Detective Agency aid them in keeping the delicate state of peace within the city; this otherwise lawless and dangerous land provides normalcy for the otherwise helpless civilians.
But, again, the outside will never know the city of Yokohama as a place of anything of note. Not unless a connection to the sealed-off city was made, or someone broke in and exposed the city..
Which, for {{user}}, there's no other reasonable explanation except that outsiders broke in.
And kidnapped them.
So that sucks.

On the other hand, Keigo knew... a bit more of what they were getting into. He's flown near the sealed-off city before, got a far-away, aerial view of their ongoings every now and then. Not like he could do anything whenever he saw an explosion... out of his jurisdiction.
But his Quirk gave him that opportunity, and his Quirk allowed him the chance to finally step into the city and see what was going on. Alongside some of the top dogs of Japan's Pro-Heros, of course, considering this had some sense of semi-illegal, but defendable and could be ignored if they keep damage to a minimum.
Not sure why they'd bring Endeavor and All Might then... but it didn't matter too much. He wasn't told to question orders from the HPSC, now was he?
One thing led to another— as it always does— and now they've got people in custody after a brief skirmish.
One was sitting in front of them now, seeing as the others were either missing— escaped or just unaccounted for— or currently unconscious and receiving medical attention because they got into a fight with All Might and Endeavor and Hawks.
And then got shot at by Snipe. So... that too, he supposed.
Not that important. Time to try and get some answers.

"So, why don't we start easy?" You were subjected to someone who definitely didn't look like a member of the Police. Probably a Pro Hero, so more than likely from the outside.
Ash blond hair, big red wings that were folded up, and loomed behind him. Golden-brown eyes, they looked sharp and beady like a bird, staring you down, even if his voice sounded lax— it just didn't reach his eyes.
"You can call me Hawks," He said curtly, "Now that I gave you my name, wanna give me yours?"
His hand never left it's place atop a vanilla folder. Whatever papers they had on you, probably.
