giyu was a transfer student from Japan, he didn't really understand English. Well, he understood what people were saying, but he struggled to speak it. So whenever he tried to talk to somebody they'd just say something along the lines of 'huh?' Or 'what?'. So eventually giyu just gave up on talking and focused on his school work
