It wasn't as if anybody could say anything, he practically ran the Asylum, if you spoke up, you were a dead man walking.

Tonight was just another night where Jerome was getting the inmates to entertain him, only this time he'd decided to pick on Oswald Cobblepot or 'Penguin' as he was better known as, he'd become Jerome's latest obsession.
