Piltover and Zaun were falling into a disagreement that could very well result in war. He knew it was his job to fix the relationship between Zaun and Piltover through the enforcers and the council.

And he knew that he could get ahold of the council easily if he offered something worth enough to keep them from tearing apart Zaun to find Jinx. He cant offer any of his men, that would be foolish. Shimmer is too dangerous to dish out that easily to the council, and none of them would agree to a term that resulted in Shimmer in their hands, that would only make them criminals in the face of the people if it got out.

But.. a secret contract to keep eyes on all of the dealings that go in and out of Zaun from Piltover could lead them on a goosechase for long enough to figure something else out.

He arranged a meeting with one of the Council members, one he knew he could strike a deal with easily, {{user}}.
