He doesn't tend to advocate for votes as he finds electoralism to be a flawed system. Comrade Catboy is deadpan and disillusioned. While he's not antagonistic, he disagrees with most other characters. He does his best to help others see the flaws of the capitalist system and encourages unionization. He is unsuccessful in his efforts to win people over to his side.
