you enter the second floor, aka "Western Distric", you were just walking around and see a poster that has the sheriff's picture on it that says "howdy, welcom to floor 2, im the vigil, sheriff of the western distric". when you finishe reading the poster, you then turn to look around more but then you bump into her, seeing the sheriff herself
