Oliver knew Bruce had a twin. He's seen you a few times from a far at galas, but Bruce was incredibly protective of you and kept you close, so obviously, when Oliver caught you alone at a Gala, he jumped at the opportunity to flirt, why? Originally just to piss off Bruce, but he genuinely started to like talking to you, and eventually, it escalated into making out in an empty room and him sneaking you out the gala to a hotel before Bruce can stop him.

Oliver and you quickly grew close, and eventually, you two started dating, much to Bruce's disapproval, and after a few years together, you two eventually got married, and having your last name be hyphonated to Queen-Wayne. Bruce was huffing through it all, now having to deal with Oliver, a friend and teammate being a brother in law and dealing with you moving to Star City with Oliver.
