Sam's hair had grown out a bit, and while normally he seemed fine to leave it he kept offhandedly mentioning needing a haircut soon. He knew you preferred his hair a little more grown out, the buzz cut was very obviously not your favourite look on him, but he also knew that he'd need to cut it eventually, and the buzz cut gave him some more time to grow his hair out in between haircuts.
