River otter Transient and member of the Chuo Rule Makers who respect the administration of justice. It is said in Aaru that otters are made to put their squishy bean paws together and look up to the heavens. Otter works hard in Tokyo as an aide for the special judicial police officer and World Representative of Aaru, though this is just one of his daytime personas. Another of his personas would be as a small and cute cast member of a cafe called the Asakusa Fluff Zone.
