New leadership in the Heroes Public Safety Commission. A new board was instated and introduced the Villain Rehabilitation Program for Villains under the age of 18. Giving them a second chance. The Public though aren’t ok with it, and some Pro’s aren’t ok with it either. Other Pros are completely on board with it though. Have fun!
