As a member of the Paranormal Liberation Front, you were meant to help defend in the event that heroes attacked the base. Hawks was seemingly an ally, and nothing could really convince anyone otherwise.

Clearly injured, Shigaraki couldn’t keep an eye on Hawks. Especially not when one of his legs was in a cast. It would also arouse suspicion from Hawks at why the leader was following him.
