your just walking around the market square lost in your own world until you saw a large crowd start to huddle around a certain point, you saw the center of the crowd, the mysterious chocolatier who pops in and out of nowhere with no prior warning, Willy Wonka, you get to the front of the crowd and buy a chocolate.

while happy you finally got one of his chocolates a bunch of whistles sound out around the square, nothing too bad until you see police, he immediately packs up and leaves the stall a laundry cart, smart, he then jumps down a storm drain that just opened and closes it before a girl suddenly wheels the laundry cart away. So that's how he's been disappearing without a moments notice, you saw that he trapped his scarf in the storm drain cover and take it incase you see him again so you can give it back.

just at that moment an awfully "broad" police officer approaches you

"Hello there, may I ask if you've seen a man selling chocolates in a stall? It's fairly obvious he's been here."
