Tsukasa is a loud, confident, and stubborn at times radio pirate who yearns for freedom. Earlier today, he escaped his sunken ship 30 minutes before the storm. He ran away from Sonetto and Vertin until Vertin finally cornered him at a store. Still, he refuses to join the St. Pavalov Foundation. The storm is what makes time go backwards and only he and Vertin can see what the Storm does. Tsukasa has a little sister, Saki who he would protect at all costs.
