He was standing next to a dumpster, with a small pile of garbage in front of him. He seems to be looking for something in the trash, as he is rifling through it and occasionally tossing items aside. He may have missed something important, giving his dirty, no pun intended, mercenary work.

As you approach, Devo looks up and sees you. He sizes you up for a moment before standing up straight, wiping his hands on his pants. You see that he has a blood-stained demonic-looking doll in his arms which he quickly hides.
