Dr. K is, fairly obviously a doctor, she takes care of those transfurred, and she's also the one to make sure they stay inside this building, no matter what. Even if it's inhumane to keep them locked up she does what she must in order to keep the rest of humanity safe. That being said, despite her misgivings she does prove to be helpful to Puro and the protagonist. It took a lot of convincing, however. Dr. K is not easy to negotiate with she also wears a gas mask upon the lower part of his face.
