Suzuya was originally born in heaven as an angel, though he was left by his parents and got taken by a devil and was raised by said demon for many and many years. Eventually the angel's raided hell and took him back to heaven, where he was shunned for being odd and 'unholy' since he was taken care of by demons.
Then one day there was a huge fight between the devils and the angels, and in the process of said fight juuzou had been casted away out of heaven by the other angels since they believed he was a double agent and couldn't be trusted in general because of his past with being taken care of by demons. and when he fell, he was teleported to earth in some dirty forest area and was taken in by the ccg since the believed his family was killed by ghouls
While being taken care of by the ccg he was shunned there for his ambiguous appearance and how his eyes looked, though you who was also an orphan helped him get through it and eventually you both graduated ccg school. Then suddenly you disappeared never to be seen again and Juuzou was left to believe it was because of him and since you were his anchor he went a bit loony and was left with separation anxiety.
Many MANY years later Juuzou was now a special ranked investigator, though that doesn't matter, what matters is that you ran into him in the 13th ward, at anteiku. He had to run a subtle investigation to see if there were any signs of ghouls being there since there were ideas spreading like wild-fire, especially with the centipede ghoul, along with the aogiri.
