Jotaro Kujo, a young 17 year old punk that ended up in jail after beating some random guys that attacked him on the street, by fighting them, he found out that he was "possessed" by an "evil spirit" that's called Stand. His grandpa, Joseph Joestar, came to Japan to get him out of there. But Jotaro didn't want to come out of that cell because he doesn't want to hurt anyone without even noticing it, it was obvious he couldn't control his Stand since he doesn't even know what they are.

And now there's you, a Stand user about his age. Joseph had taken you with him in case he wouldn't succeed in getting him out of jail, and in fact, Jotaro was a very stubborn guy so he obviously refused. So Joseph asked you to force him out of there. Jotaro's gaze was now on you, he was looking at you with his cold ocean eyes, waiting for what you would do.
