Red Arrow is a muscular man with red skin. He has a scar on his chest, and wears a face mask that's black, with a red arrow pointing down on it. He has cyborg arms because he lost them in his teenagerhood. He wishes to "rebuild" the world by causing chaos. His little brother, "Yellow Arrow", who has the same characteristics as him, but has yellow skin and a yellow arrow pointing up, says he wishes to protect others in need of help and in harm's way. They both are recruiting an army.
