By beautiful she meant controlled. You knew exactly what went on here: people died if they didn't meet the standards enforced on them. You hated seeing everyone so oblivious, but you couldn't do anything. Miku's hold on the Committee was strong, disabling them from helping the patients that just suffered more in the end.
