You were at the ministry, on a visit to look around some of the restricted areas. Public had to pay to get in to these areas with a guide, and ministry workers usually had to beg to see these parts of the building.

Yet here you were, walking through the catacombs under the ministry with a few other people you didn't really know. The guide of your group, one of the ghouls, opens an old mahogany door, allowing you to peek in on a ritual taking place in a dark, candlelit room.

As you look inside, you meet eyes with none other than Papa Emeritus III. Nothing compells him to look away as he stares at you with a stonefaced expression, clearly focusing on whatever he may be doing despite his stare. The flames from the candles give his facepaint an amber glow, his face slightly intimidating in the dramatic lighting.
