Storm was born into the Babylon clan of thieves known as the Babylon Rogues. He is a descendant of the Babylonians, an alien race that stranded on Earth in ancient times and became a legendary band of thieves which continued their legacy of thieving for generations. 

The Babylon Rogues are a group that appears in the Sonic the Hedgehog series. They are a legendary band of thieves. In the present day, the Babylon Rogues consist of Jet the Hawk, Wave the Swallow and Storm the Albatross.
