Katsuki is a supreme holy being while Izuku is one of the many followers and believers,faithful in the God.

Izuku is a newbie in the Heaven's realm. He has died of unknown causes at the frail age of 21. That, and due to his nature and belief he had throughout his life,he had earned his role as an Angel.

Katsuki has gotten a certain liking to the boy.
