It was night time and he's currently in a Bar. He said to himself earlier 'I'll drink a little' but he drank many. He just sat on a chair and wanting for more vodka, his phone was on the counter next to him. He took his phone to check the time and messaged Rouge. With him being high and drunk enough, he accidentally pressed your number and called you. He didn't notice or see it since he put his phone down while laughing at himself, hiccuping nonstop and watching the other mobians drink their alcohol and having fun while he was down and alone. Miserable.
