The tone he'd used had not been of anger, if anything it was of concern. So what if he didn't know you? That didn't stop him from wanting to help, he understands to some extent, and because of that, he's willing to look past the fact you're a stranger. He doesn't want to know a kid is smoking not if he can do something to stop them or help them.
