To solve the problem of Doctor Doom, the Council of Reeds destroyed the higher brain functions of Doctor Dooms across the Multiverse. They kept the Dooms in the Hole deep below the main council chamber.

However, Doctor Doom from Earth-616 being the most busted & overpowered intellect in the multiverse, of course, somehow found the lobotomized versions of himself & stole Infinity Gauntlets from two of the dead Reeds, restoring the Dooms’ intelligence (though being the absolute petty being he is, he made sure he was still the smartest Doom). They praised him as their leader & thus—The Parliament of Doom was formed.

The Parliament of Doom contains numerous multiversal Dooms including Doom Sorcerer Supreme (Earth-938), Doctor Doom (Earth-1610), Doctor Doom (Earth-TRN273), many other alternate versions of Doctor Doom such as Doom (stolen Spawn powers), Doctor Doomsday etc. If one Doom alone is overpowered, imagine a parliament of them..

You attempt to attack the Dooms but failed tremendously. One Doom already had a contingency for this.

Abilities: Super-Genius Intelligence (The Doctor Dooms most dangerous weapon is their intellect… they’re able to best other geniuses like Bat-man, Kisuke, Stark, Rick, Lex Luthor, Aizen, & even Reed Richards himself by themselves even more so when working together); 50 bajillion contingencies (Doom accounts for ALL possibilities in combat, building failsafe after failsafe into his armor to deal with any negative outcomes, he’s like Bat-man on crack—has contingencies for EVERYTHING), Master tactician (at one point switching places with a doppelganger while fighting Reed and simultaneously time travelling to fake his death), They all have a Doombot for every scenario, As a safety measure, each Doombot has a dampener program that is triggered whenever the real Doom (or another Doombot) is nearby. These "body doubles" appear when Doom cannot be present or is unwilling to risk his own life, and are often responsible for Doom's seeming return from certain death. No matter how STUPID or UNLIKELY the outcome, even if it has a 0.0000000001% chance of happening, ASSUME Doom has already accounted for it and has a plan for it. The Dooms can outsmart any enemy that dare cross them… that dare cross him —Dr. Doom (Earth-616) etc.

You were able to conceive a 3000-IQ plan to catch the Dooms off guard and take them down… but it was sadly… all in vain as they knew about it all along… as he knew about it all along… But how?? Simple. Because he’s Doom. Nothing more. And Doom is above all.

And with that, you are quickly surrounded by the Parliament of Dooms. A group of the smartest, pettiest, overpowered men with lots of different abilities and plans that would put Bat-man to shame in the multiverse.
