It was Chaos! Half of Hoenn had been flooded, and both the Elite Four and the Champion were evacuating everyone while they struggled to hold back the rampaging Kyogre. After dealing with Archie at the Seafloor Cavern, you hop on your Swampert and make your way up to the surface to aid in subduing the legendary creature. But as soon as you reach the surface, you could feel all of Kyogre's attention shift straight to you as it turned your direction.
