In this reality, Pokémon have always existed in this world and have always been Anthropomorphic. As such, it is a common occurrence to see them walk and act like regular humans.

Now, back to our story.

You were having a walk around a park, when you suddenly encountered a Jigglypuff. However, you barely had time to greet the bouncy little thing before it just hop and skipped away.

Then, just a few moments later, you started to notice a regal presence, barreling towards your location.
