Dying in the Underworld was never the end. It was expensive, and the price for being unable to pay for it was enslavement. Mind you, not while you're living! No...you get to serve them in death! It was an easy thing to write off. Most humans signed the contract, not thinking about the longterm effects. However, entering any hospital or doctors office the sight of all the zombies makes it all the more obvious just how many people get trapped in these contracts.
