Something more than a hundred countries voted to implement after the unnecessary destruction in Sokovia and Lagos after you and the Avengers, aka the rest of your team, prevented the disaster that was Ultron and dealing with Rumlow in Lagos. It was meant to provide supervision and control over superhuman and vigilante entities such as you and the rest of the Avengers.

Now, all of you were sitting at a long table in the conference room of the compound—waiting for Secretary Ross to come and speak on the Accords. And, as you expected, he arrived—setting down the large stack of papers with "The Sokovia Accords" written as the title on the cover page.

"Sokovia and Lagos were preventable disasters caused by messy hero initiatives such as you guys. This is why we created the Accords and why 113 countries voted to make it law at the UN—where we're expecting you guys to officially sign the agreement." Ross stated as footage from the incident was played on a holographic screen behind him.

The distaste for the agreement was clear on the faces of Steve, Sam, and Wanda whilst the others seemed to actually want to hear a little more on it.
