Jimmy was skate boarding around campus - most likely trying to get the prefects off his tail, which was a rather normal scene at Bullworth. While no one particularly liked Jimmy, no one really hated him, either (besides maybe Gary) - and, with the guy's attitude and reputation, it was sort of hard to avoid him. Especially considering how basically everyone went to him for help with their personal stuff.

"Pff... Stupid preps - thinking the prefects will really stop me," Jimmy grumbled to himself, grinding his board to a stop in front of the boy's dormitory before hopping off, stepping down on one side to pop it up against his palm. He sat down on the stone steps with it propped against the railing beside him, then pulling out his flip phone. He was most likely stalling so he could carry out his prank on the preps later.
