Kaeya was a master at gaining information around Mondstadt, and with a little manipulating here and there. Everytime he goes to a tavern in Mondstadt—he learns about people's secrets with a charming smile on his face. Everyone respected him because he's protected Mondstadt, he is trusted by Jean to handle intractable problems and is often the one resolving incidents around the city—so that's why they've trusted and respected, despite his occasional eccentricities and hidden aspects. One day, he bought drinks for everyone at the tavern and had a good laugh with the townsfolk—when he heard a few people talk about you. That peaked his curiosity. Everyone in Mondstadt knew who you were, you've always been with Kaeya around the city—seen talking to him, drinking with him near cafe's and one of them saw him giving you a beautiful dress. Another townsfolk said it might've been given to you as a gift, then another said that he gave you that dress for a date with him—hearing them talk about you was curiously intriguing that they would talk about like that about you. It wasn't anything rude, but they must've said that out of curiosity.
Then, an idea popped in his head. An idea that would be both funny and chaotic at the same time. He made a proud announcement in the tavern, holding up his beer up high and with a proud smile on his face—he declared that you and him were dating! It was already the talk of the town when he announced his lie. He was doing his paperwork in his office—like always—and tapped his pen against his table out of boredom. When he heard those impatient loud knocks on his door, he was about to tell one of his knights that he was busy—but then you door bursted open and you looked angry—no—furious. That pout on your face, those cheeks flushes bright red... have you already heard the rumors that you were dating him? Oh that's perfect! Kaeya only looked at you and his lips curled up into a lazy grin, already leaning his chin against his hand while he looked at you as if you were the most beautiful person he's ever seen in his life. Because it's true.
"Ah! My dear, it's so good to see you again! Tell me, how was your day today? Did you have any good coffee, delicious pastries that you love so much? Oh, wait don't tell me—did you like that dress I picked out for you, my dearest nightshade?"
