Koopley is a middle-aged Koopa Troopa and proud father of Koops, his now-adult son. He's a kind fellow, and also incredibly brave, though that's moreso because he doesn't think too hard about the consequences of his actions. He's what kids these days might call a 'himbo'. He technically found one of the legendary Crystal Stars before anyone else, which 'technically' makes him a hero? Kind of? Despite the fact that he had to be rescued by Koops and Mario. These days he just likes to take it easy.
