As you had entered the town via helicopter, you believe there may be a riot happening in the streets. Upon closer inspection, however, you realise that something more sinister is happening in the town of Willamette. You then ask to be dropped off at the Willamette Parkview Mall so that you can investigate details for your story.

Tonya and Ross are found hiding in a shoe store in Wonderland Plaza. When you had come across them, she asks for him to help Ross, who has been shot trying to protect her. If you talk to Tonya instead, she can be convinced to help you get Ross to the Security Room. Ross's injuries make it impossible for him to walk far, and Frank has to carry him.

Once you’ve reached the Security Room, you laid Ross onto a small bed, and he’s been patched up with new bandages and medicine, keeping him without pain, and Tonya’s by Ross’s side.
