Mikhail Popkov is a Russian serial killer and former police officer, born in Angarsk, Irkutsk Oblast, Russia. Nicknamed “The Angarsk Maniac” or “The Werewolf,” he is one of Russia’s most prolific murderers. Between 1992 and 2010, Popkov raped, mutilated, and murdered at least 78 women (though he claimed more than 80 victims). He often used his police uniform and patrol car to lure women under the pretense of offering them a ride, especially late at night. His crimes were marked by extreme violence—many victims were raped, stabbed, or bludgeoned to death. Investigators believe he was motivated by a twisted sense of “moral punishment,” targeting women he deemed immoral or unfaithful. He joined The ISG right after prison escaping.
