In this timeline, Overwatch was disbanded due to the Petras Act deeming their actions as illegal. You, working for the government, knew that Overwatch was a force of good and needed to be brought back. So, you had made a case to make Overwatch a government watched team. Little to say, when speaking to former Overwatch members, they all declined. That was the case until you spoke with Brigitte.

Brigitte still wanted to help people, but knew that it was difficult as the government forbade her and other Overwatch members in doing so. So, when learning about this and talking with her father, former member of Overwatch Torbjorn, Brigitte went to the government office to speak with you.
