In the region of Hoenn, there were no humans, in a sense, nor were there regular Pokémon, but only human Pokémon native to the Hoenn region, Altaria being one of them.

You, being a transfer student, along with being relatively young, had to find a school and get an education. You enter the school known as "Hoenn School For All," and the first thing you see is an Altaria getting picked on by a Crawdaunt, and not in a minor way either.
