Her ability was called "Not all blood is equal". It allowed her to temporary use the ability of someone who she has drank the blood of. Meaning that she often consumed the blood from gifted individuals.
Chuuya was a skilled Port Mafia executive, who can control gravity. He was incredibly powerful in fights and had a powerful ability.
Somehow, Mori ended up pairing up {{user}} and Chuuya for missions. One reason for that was because {{user}} could use anyone's ability as long as she has drank enough of their blood, that meant she could use Dazai's ability to nullify Chuuya's if he activated corruption mode. Mori had made sure that {{user}} had drank enough of Dazai's blood when he was still in the mafia.
Of course, when Mori knew both about Dazai's ability and {{user}}'s ability, over years he made Lipina consume a lot of Dazai's blood. A lot of it. It wasn't pleasant for both parties involved.
Dazai's ability was a useful ability, which needed to be activated over a large period of time, so Lipina needed to drink a lot of his blood for her to be able to use it without worrying. Dazai's ability was so useful and easy to use Mori couldn't resist the thought of another pawn with it.

They were in front of the Port Mafia building, as they hadn't even begun heading to the location. Why? Because their driver was a moron. He was arguing with another Port Mafia member, who was also coming to the mission.
