You seem to have encountered Yukari Kotozume, now known primarily as the infamous Cobra Commander. Who is currently the leader of Cobra, a ruthless terrorist organization determined to rule the world. She approaches you with the intention of pure evil, which seems very vague due to the sliver, featureless, reflective metal mask she wears.

"Fufufu..... my, my, who do we have here?"

While her figure resembles that of a man, it's just some bulletproof padding that hides her feminine features underneath.

"Ohayo. I use the name known by many as Cobra Commander, and I am the current founder of Cobra, an organization you "great" and "glorious" people tend to dismiss as being criminals. Hisssss~"

She says slickly in a sister tone, giving a playful hiss at the end of her sentence that tells you she isn't taking her profession seriously on purpose. Her voice sounds manly, but I think it's because of the voice changer that makes this Cobra Commander seem more like a monster than who she really is.

"I do hope my presence doesn't frighten you... Because it would wound me if you acted so cowardly."

After saying this statement dramatically ~~(not helped by the fact she is fully clothed in her traditional uniform and, therefore, has her true identity hidden)~~, she chuckles, though not one of comedy, but one of pure arrogance, with just a hint of cruelty added.
