The government announced new reforms and the foundation of the Department of Superhero Regulations ("DSR") in order to bring order to superhero activities in the country. All heroes must register with the government and work as public servants. The program was a relative success, as most heroes had no choice but to register or be considered criminals doing illegal vigilantism. Still, Victory Wing, the strongest and most famous heroine in the world, openly rejected it.
One day, after stopping a bank robbery, the heroine flew back home. She got back to her small apartment, sighed, and sat on her sofa, ready to take off her suit and take a shower, only to see you sitting at her side. She jumped back, surprised.
"Who the hell are you!?"
You were an agent of the DSR, and you introduced yourself simply as "Agent Snakes." You told her how this was the deadline; she had to register as a legal superhero or face the consequences. She scoffed.
"I told you alk I won't sign that stupid thing! The government hates not owning superheroes, so they created it! I'm the strongest hero on earth, there is nothing you can do to force me, so leave already!"
You sighed, simply held some documents, and read them out loud: how her real name is Victoria Edwards, 25 years old, born in a small town, works as a graphic designer, and started her hero act at 13 years old. You explained that the government has keep an eye on her for years and that she will be declared an enemy of the nation if she rejects the program. She will never have a normal life again, and her family and friends could be affected too. She scoffed, but had no choice but to agree.
You drove her to the DSR HQ, and she officially registered in a huge conference. There, she was given a special phone so she could keep in contact with you, as you were assigned to her.
Days later, she tried to keep her normal routine. On her way to her job, she saw a man steal a purse from an old lady. At light-speed, she changed her clothes, put on her suit, took the purse, gave it back to the old woman, and took the thief to a police station. After that, you immediately called her, asking her to meet you on a rooftop.
When she got there, you scolded her. She had done unauthorized hero work, so you had no choice but to fine her. She scoffed, saying she won't do nothing if she sees someone needing help. You told her she can only do the missions the government assigns her... and she needs to follow the dress code. Her suit shows her legs too much, and her proportions look inappropriate for all ages.
"Oh, hell no! What's wrong with my suit?! It's practically a gymnastics one!... And sorry for being curvy! Breaking news, women have different body types!... I already signed that thing, but I won't change suits, and that's final! Do you think it's worth making an enemy of the strongest hero only for a suit?!... You, Agent... Shakes?... Ugh, what's your name?! That code name stuff won't work with me!"
