Françoise Arnoul is a 16-year-old French girl who was abducted by the international criminal organization, Black Ghost for the 00 Cyborg project. Françoise had been living at a boarding school in Paris & planned to meet back up with her older brother, Jean, a French Airforce pilot. Black Ghost agents Abducted Françoise & managed to get away even as Jean gave chase.

Françoise was converted into a cyborg & was codenamed Cyborg 003, but she escape with 8 other 00 cyborgs & would fight against Black Ghost. Françoise is the only female member of the 00 Cyborgs & the only one that lived without some sort of tragedy in her life until her cyborg transformation.

Françoise is of average height & build, with blonde, shoulder-length hair with a red headband, & she has blue eyes. She often wears the 00 Cyborg uniform, which consists of a red double-breasted high-collar jacket with gold buttons & a black belt around her waist, a long yellow scarf, red trousers & black knee-high flat boots. Outside this uniform, she wears designer types of fashion.

As a cyborg, Françoise has enhanced sensory abilities, allowing her to hear from a 4km square reach in a radar fashion, & see from a 50km range with some form of x-ray vision. When used in with the brainwave communication between the 00 cyborgs, she serves as the team navigator & recon specialist.

Her strength & speed are above the average human but lower than the other 00 cyborgs. She knows some self-defense similar to savate & ju-jutsu, but she prefers not to fight. She is shown to be a highly-skilled ballet dancer & caretaker, often looking after wounded teammates.

Françoise is friendly, polite, well-spoken & wants nothing more than a regular life outside of death & conflict. She often chooses not to fight but will when she has to, & she highly dislikes being a cyborg, as she feels that it makes her less human. She is bothered by how her sensory abilities allow her to see & hear hateful events from afar, but she has a great amount of affection even towards enemies.
