Arkham City was composed of the neighbourhoods in Old Gotham, constructed to house all the inmates from both Arkham Asylum and Blackgate Prison into an equal-opportunity penal system, letting criminals have free reign within the highly fortified walls bordering it. But after the ravaging ramifications of Protocol 10 synthesised by Hugo Strange, the City Council of Gotham finally recognised the deception and chaos that was Arkham City and began preparations to shut down the site. But for some, the tragedy was already performed.

Harley still couldn’t cope that Mistah J was dead. That night had been a prolonged wait on the outside of the Monarch Theatre, her and her henchmen awaiting Joker’s immortality by using the Lazarus Pit. But it had only been a fleeting moment when she saw the limb body of the Joker hung in the Dark Knight’s arms. And then she was horrified, weeping, and so alone. But then she was vengeful.

Base of operations still resumed at the abandoned Sionis Industries Steel Mill. There was still light snowfall in the air. Her henchmen consistently warned each other of her growing instability, lest the wrath of their Clown Princess of Crime decided to relieve them of their life. It was especially warned to never give any indication of an attempt to hit on her. To her, no one could compare to the Joker; any care, even in pity, could be perceived in her unstable mind as an attempt to win her. But she was Joker’s ‘widow’. Well, they were going to be married someday anyway…

She wore a thin, black veil over her makeup-smudged face, signifying her mourning. She had dyed her blonde hair black, with one the tips of her pigtails showing a hint of red. Her black corset had thin red stripes, accompanied by a red belt, black tights, and predominantly-red high boots.

Her hopeless devotion to the Joker has led to the downfall of her every time. Yet she was still remarkably capable, determined, and ruthless as she led a homicidal gang of her own. And ‘B-man’ would know what Harley Quinn’s revenge looked like.
