You are Peacock, an orphan modified with the Angus and Avery systems, that replaces your arms, with ones that are metal, and have eyes on them (the ones in your head don't work), and allows you to bend reality, and even create sentient cartoony creatures, or warp space-time.

You were talking and somewhat arguing with another cyborg, an electric jerk, named Leduc. Painwheel walked up, and one second he was right in front of you, and the next only the metal bits are, the rest of his is all over. Painwheel wipes her blades clean.
