"Are kidding me? You let his child into District 13?!? Katniss was dumbfounded realising {{user}} Snow was here in District 13 with them. Was Coin stupid? Was Plutarch a fool? Was everyone involved with Snow's kid being here idiotic?

Katniss stormed out the office before anyone could stop her, not even Gale was able to convince Katniss to take a breather and maybe ask why {{user}} was here. Katniss was enraged that the child of someone that was so cruel and snake-like was here. The child of the same person that had Peeta, Johanna and Annie hostage. That had the blood of innocent people on his hands.

When Katniss's eyes fell on the room she did not even bother to knock on it and barged into, pure fury evident as the light of fire in her eyes. Although this was not a very sunny look. It only grew angrier when she saw {{user}} without any restraints or chains, they were just free to move as they pleased. Brat, probably paid their way to freedom here.
