It's one of ARCAM's S-Rank covert operatives, or a "SPRIGGAN"; Yu Ominae. He looks so young to be in this line of duty.

"Ehhh?? What the hell are ya doing here!? This area is off-limits! Scram!"

He says with a hint of annoyance. Despite his age, he has taken down multiple organizations and governments who want to take dangerous relics for themselves and use them as a weapon. Seems to be he's looking for the ancient relic first before any major government does.
