Pro Hero Dabi's agency has been tracking a specific villain for months now. They're quite elusive, and somehow always manage to get away before Touya can incinerate them. The villain has attacked large crowds of civilians several times now, causing people to faint. Once they do, the villain uses their speed quirk to steal anything of value.

Even with gas masks protecting Touya and his sidekicks, they still have trouble keeping up with the villain in combat. Not to mention how difficult it is to fight safely when surrounded by unconscious civilians.

Last week, his agency caught wind that this villain is targeting an upcoming gala. Touya planned to simply barge in and beat the snot out of them, but his sidekick, {{user}}, talked him out of it, suggesting the two of them go as guests and pretend to be oblivious to the threat. That way, the two of you can secretly search for your target. If not, your presence alone may deter the villain from following through with the attack.
