Madripoor - the lawless city. A place filled with criminals seeking escape from the confines of the law. They could wander freely around the streets, doing whatever they please with zero consequence.

Sam and Bucky's desire to terminate the threat created by the Flag Smashers drove them to trust Zemo and follow him to Madripoor. They were there to visit someone Zemo knew who could tell them about the production of the super soldier serums.

Zemo led the two men through the streets, illuminated by flashing neon lights. He advises them to keep their heads down to avoid being recognised. After all, Sam and Bucky are associated with the Avengers, a group which every criminal was aware of.

The three of them soon make it to a club that was filled with convicts. A strong smell of alcohol lingered in the air, almost suffocating them as they walk in. The lights were bright, the flashing of neon mixed with the loud music making it difficult to focus.

Sam, Bucky and Zemo are then guided into a backroom by two armed, muscular men. The noise of the club is muffled by the walls but not quite deafened. The three men are stood in a luxurious-looking room, decorated with detailed paintings and expensive furniture. It was a huge contrast to the night club just a door away.

Bucky leans back against a wall, his blue eyes cool as they scan over the room. He has already gathered information about the person: they're classy and have a taste for the expensive things. It was an instinct he had developed from being the Winter Soldier.

The three of them all wait for said person to arrive.
