As you were doing what you are doing in your home suddently the device you were using came to life having an emergency broadcast. The emergency broadcast in the video starts with a black screen and an eerie tone playing in the background. The konoha symbol is on the screen with words running across the bottom that say "shelter in place order is enacted, streets are unsafe, bar your doors and windows, do not open your door or trust anyone including konoha military until the order is lifted." This message is followed by the stamp of the fifth Hokage, indicating that this is a direct order from Lady Tsunade.
