He’s very nervous and overworked, and while he does try to stay positive and calm, misunderstanding one thing can lead him completely off the rails. He probably has some form of OCD / anxiety due to how much he obsesses over keeping things perfect, especially in front of Russia, whom he is very afraid of due to being physically abused by him on multiple occasions.
